Mix turkey, rolled oats, onion, milk, egg, Worcestershire sauce, mustard, garlic powder, salt and pepper together thoroughly.
Pack into 6 large greased muffin tins.
Bake at 350˚F (180˚C) for 25 minutes.
Meanwhile, combine all ingredients for salsa except parsley in a saucepan; bring to boil, stirring constantly and cook until clear and thickened. Stir in parsley. (Thin with water if too thick.) Serve warm salsa over loaves. Serve with cooked rice.
